So I understand that the Vermont Independence movement wants to secede legally, and democratically. When the United States denies the legality of our action and refuses to recognize us does civil disobedience commence? Or should the non-violent civil disobedience precede and provoke a Declaration of Independence?

Yes, while secession is a legal, constitutional, historical, and viable policy option for the the citizens of the sovereign state of Vermont (or any other of the 50 states in the U.S.) to exercise, what happens if the U.S. government decides not to honor our request?

We've written extensively about this possibility over the course of the past three years. Perhaps the single best essay on this topic here is Carl Watner's summer 2007 article "Of a Quiet and Peaceable Disposition."
